Chinese Ambassador to Jamaica Tian Qi and Jamaican Prime Minister Andrew Holness Attend the Contract Signing Ceremony of Montego Bay Perimeter Road Project

On 24th November 2021, H.E. Mr. Tian Qi, Chinese Ambassador to Jamaica and the Most Honourable Andrew Holness, Prime Minister of Jamaica attended and addressed the Contract Signing Ceremony of Montego Bay Perimeter Road Project at Jamaica House. The Hon. Dr Horace Chang, Deputy Prime Minister & Minister of National Security, The Hon C. Everald Warmington, Minister without Portfolio of Economic Growth &Job Creation Ministry, The Hon. Audrey V. Sewell, Permanent Secretary of Economic Growth and Job Creation Ministry, Mr. Lu Yunpeng, General Manager of CHEC Americas Division, Other Senators and Elected Public Representatives, Parliament for constituencies in Hanover and St James, Mayors and Councillors of the Municipal Divisions of Hanover and St James, other Representatives of Public Ministries and Agencies and Mr. Fan Jianghong, Economic and Commercial Counselor of Chinese Embassy in Jamaica also attended the event.

Ambassador Tian believed that China Harbour will once again try its best with highest quality and efficiency to build a new modern road. The road will promote the connectivity of the cities and people’s life, and become a new landmark of China-Jamaica cooperation of the Belt and Road Initiative. With more and more visible roads and bridges constructed by joint efforts of China and Jamaica, the invisible road and bridge connecting the hearts of Chinese and Jamaican peoples will be broader and brighter.

Ambassador Tian said that“To get rich, build roads first”and “invest in infrastructure to power economic growth and people’s well-being”are direct and vivid experiences of China’s 40 years’ economic development. Though affected by the COVID-19 pandemic, the Government of Jamaica still succeeds in implementing Infrastructure Programmes, which help drive jobs and economic activities, improve productivity and strengthen resilience.

Ambassador Tian stressed that President Xi Jinping proposed the Global Development Initiative, calling for more robust, greener and more balanced global development to foster a global community of development with a shared future. The Initiative lists poverty alleviation, food security, financing for development, green development, digital economy and connectivity as priorities. It is highly compatible and synergetic with Jamaica’s national development strategy. Chinese Government has been attaching great importance to China-Jamaica strategic partnership, and will continue working with Jamaica to enhance bilateral cooperation.

Ambassador Tian added that as good friends and strategic partners, next year China and Jamaica will embrace the 50th anniversary of the establishment of diplomatic relations between two countries with a series of celebrations and fruitful cooperation projects to jointly implement the Global Development Initiative to achieve common prosperity.

Prime Minister Andrew Holness, expressed sincere thanks to the Government of China and Chinese enterprises in Jamaica including CHEC for their long-term assistance and support in infrastructure construction of Jamaica. Montego Bay Perimeter Road Project is of great significance to drive Jamaica’s economic recovery, improve productivity, stimulate growth and boost employment as well as strenthen resilience in combating climate change. It will effectively relieve long-standing problems such as traffic congestion, floods for residents in Montego Bay and nearby and also greatly drive the tourism industry and improve the well-being of Jamaican people. As a new evidence of transformation and progress of Jamaica, it will create important opportunities for economic and social development. He stressed that November 21 marks the 49th anniversary of the establishment of diplomatic relations between China and Jamaica. Jamaica highly values its strategic partnership with China and is willing to continue cooperating with China in investment, trade and responses to COVID-19 to further strengthen and deepen bilateral ties.

Lu Yunpeng, the General Manager, expressed the confidence of CHEC to design and construct the Project with world-class specifications and the highest quality. He said that CHEC will become a truly localized company, grow and develop together with Jamaica and help build a better Jamaica.

At the end of the ceremony, Prime Minister Andrew Holness, on behalf of the Government of Jamaica and Lu Yunpeng, on behalf of CHEC Americas Division signed the contract together.

The Hon. Dr Horace Chang, Deputy Prime Minister & Minister of National Security, and The Hon. Audrey V. Sewell, Permanent Secretary of Economic Growth and Job Creation Ministry also delivered speeches at the ceremony.
